This is a fail safe feature so you know that all water flowing through the filter is safe. Once the filter stops allowing water through, it needs to be replaced. No, it is not cleanable or serviceable. The way it is designed to have the good flow rate, not use chemicals, and have instant pure water, cleaning the filter would compromise it and risk damaging it. You can run tap water through it, just don't use soap as that will ruin the filter.
